Improving Access to Public Benefits and Other Supports for Individuals 50+ and Their Families

AARP Foundation's Economic Security and Work Programs are designed to provide individuals at social and economic risk with the full range of resources and services necessary to help them identify and address financial, employment, and other barriers to well-being and self-sufficiency.

Working independently and in collaboration with other national and community-based organizations, AARP Foundation Programs empower individuals 50+ and their families to build and protect their assets, access public benefits, and work for a more secure future.

Benefits Outreach Program

Government and community-based programs offer a variety of public benefits that help Americans 50+ pay for prescription drugs, medical bills, property taxes, groceries and more. Unfortunately, many qualified individuals don't know they are eligible for these important programs or how to apply. Benefits QuickLINK, is a comprehensive on-line screening tool that matches and refers eligible individuals to the 15 most valuable public benefits for older adults and families with children, more than 250 prescription assistance programs, and other AARP Foundation programs.

Through its planning guide for families, Prepare to Care, the program also helps individuals 50+ and their families to anticipate future caregiving responsibilities and identify potential public benefits and other resources that can help support older relatives.

Grandparenting Program

Across the country, an increasing number of grandparents have become responsible for raising their grandchildren. In taking on these new family responsibilities, they encounter challenges finding reliable information and supportive services. AARP Foundation's Grandparenting Program strives to ensure that grandparents and other relatives raising grandchildren have the full range of resources they need to preserve and enhance their health, financial stability, and family connections.  The program provides national, state and local information and referrals to address the needs of grandparents raising grandchildren.

Grandparent Information Center (GIC) provides comprehensive grandparenting resource materials, including state specific fact sheets, a free quarterly newsletter, and a searchable website. Many of these resources are also available in Spanish.

AARP Foundation's Money Management Program

As their circumstances change, some individuals may face challenges in making money management decisions, being financially exploited, or staying on top of their finances. AARP Foundation's Money Management Program uses highly qualified volunteers to help low-income older individuals and those with disabilities who may have difficulty budgeting or remembering to paying bills. The program helps more people by providing easy-to-understand financial education materials, such as Smart Money I and II and 15 Minutes to Your Financial Health, to educate older individuals and their caregivers.

AARP Foundation Reverse Mortgage Education Project

Reverse mortgages are an increasingly popular way for older homeowners to tap into the equity in their homes and convert it to cash, without having to sell or make monthly loan payments. While useful, these types of mortgages can be complicated, expensive and not right for everyone. AARP Foundation's Reverse Mortgage Education Project helps older homeowners make informed decisions about reverse mortgages by training, testing, and providing referrals to a national network of counselors who can help homeowners understand these loans and learn about alternatives.

Tax Aide

Tax Aide is the nation's largest free, volunteer-run tax assistance and preparation service available to taxpayers with low- and moderate-income, with special attention to those aged 60 and older. Free, face-to-face tax assistance and preparation are provided at nearly 7,000 AARP Tax-Aide sites nationwide each year from February 1 through April 15, located in senior centers, libraries, community centers, and at other convenient locations. AARP Tax-Aide volunteers also visit hospitals and nursing homes and, if possible, make personal visits to those who are unable to leave their homes.

Senior Community Service Employment Program (SCSEP)

As a cornerstone of AARP Foundation WorkSearch™, the Senior Community Service Employment Program (SCSEP) helps low-income job seekers 55+ improve their skills and obtain employment training to find new jobs or to re-enter the job market. With funding from the U.S. Department of Labor and AARP Foundation, SCSEP operates 73 community sites in 22 states and Puerto Rico. In addition to giving program participants with the opportunity to advance their skills in a hands-on setting, SCSEP also provides hundreds of community-based organizations with additional staff to accomplish their mission.

AARP Foundation WorkSearch™ provides job and career information and services to individuals who are seeking to remain in or re-enter the workforce. The program provides a variety of services, including interest and ability inventories, skills assessments, information about the community job market, and connections to local training and employment opportunities.

Anchoring the program is a comprehensive web-based assessment tool available in hundreds of communities to assist older workers in finding appropriate employment and polish their skills in preparation for a targeted job search in all fields. The program also trains volunteer “information navigators” to assist job seekers in using the system or in completing paper copies of the tool and entering in the information. After having registered with a unique password, job seekers then have unlimited access from any location of their choosing that has a computer, internet access, and high speed connection.
